Stephen was elected Mayor of Jal in March of 2018. In addition, he is currently the Chairman of the Board of Trustees for the Jal Hospital District. For the better part of thirty years he has served as a member of this board. During his brief tenure as mayor, he has been a part of a collaborative effort to guide and assist his hometown in developing an immediate, mid-range and long-term plan for growth and sustainability. The City of Jal, the Jal Public Schools, the Woolworth Trust, and the Jal Hospital District are the hub of the collaboration locally as the community develops new housing, attracts new businesses, provides assistance for the growth of existing business, and repairs and replaces infrastructure. Stephen graduated from ENMU-Portales in 1976 with a degree in Mass Communication (emphasis in Journalism) and minor studies in Sociology and Psychology. He earned his Education Degree from University of the Southwest in 1993 and retired from teaching and coaching in 2013. He and his wife Karla, who retired after 31 years in the classroom, have two sons who with their wives and children also make Jal their homes.
